GENERAL STATEMENT OF DUTIES Performs routine inspection of homes and property to determine compliance with the NYS Uniform Fire Prevention and Building Code (“Building Code”) and City ordinances. Does related work as required. DISTINGUISHING FEATURES OF THE CLASS This work involves the inspection of buildings, homes and property for compliance with the Building Code, local City ordinances, and work authorized by permit on an assigned schedule. This work includes re-inspection of buildings, homes and property to determine whether reported violations have been corrected, permitted work is executed according to approved plans, and other enforcement‑related activities on an assigned schedule. This work includes creating documents, reports, and records relating to inspections and compliance. Performs related work as required by the Code Compliance Supervisor. General supervision is exercised over this position by the Code Compliance Supervisor. Inspections follow prescribed schedules and standard inspection forms are used. EXAMPLES OF WORK: Inspects interiors of buildings and homes for code compliance and permitted work according to an assigned schedule. Inspects exteriors of buildings, homes and property for code compliance and permitted work according to an assigned schedule. Prepares reports and records on all inspections within a reasonable period of time after inspection. Issues violations, summonses, and testifies in court proceedings. Reviews construction plans and conducts inspections to assure compliance with approved plans. Performs data entry related to work in City databases and software programs. Assists property owners with questions and concerns relating to permits, violations, and general compliance with Building Code and related City ordinances. REQUIRED KNOWLEDGE SKILLS AND ABILITIES: Working knowledge of the City’s housing and building codes; Working knowledge of the Building Code; Good knowledge of the modern practices, principles, materials and tools used in building construction; Good knowledge of the legal procedures used in enforcement of applicable codes; Ability to communicate effectively both orally and in writing; Ability to deal effectively with the public with tact and courtesy; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma and either: Possession of a New York State Certification by successful completion of Courses 9A, 9B, and 9C, or; One year as a building contractor, or journey level trades worker, or in the design of buildings, or in the inspection of buildings for safety and/or compliance with the Building Code; or Two years as a helper in one or more of the building trades or with experience having issued summonses for a government agency, or; An equivalent combination of training and experience as defined above. SPECIAL REQUIREMENTS: Completion of New York State Certification as a Code Enforcement Official by completing training requirements for a Code Enforcement Official as contained in 19 NYCRR Part 1208 within one year of appointment and continuing compliance with the requirements for a Code Enforcement Official as contained in 19 NYCRR Part 1208 throughout tenure. Valid NYS Driver’s License at time of appointment and throughout tenure. Position may require ability to work Saturdays, Sundays, and holidays.
